BOC approves new park rules

A new ordinance for Upson County parks and recreation areas was approved by the Board of Commissioners during last week’s regular meeting and will immediately go into effect. During the meeting, Commissioner Steve Hudson noted that without an ordinance in place, the Sheriff’s Department would not be able to enforce any of the rules for the local parks. This ordinance is for all county owned parks, but also mentions rules specific to the newly acquired Sprewell Bluff Park.

The following is a list of rules that are for all county owned parks and recreation areas, it states: all alcohol is prohibited; no glass containers; motorized vehicles may only be operated on designated roadways; all pets must be on a six foot leash; owners or handlers are responsible for cleanup/ removal of animal feces; aggressive dogs or breeds are not allowed; loud radios or other sound systems that can be heard more than 50 feet from the source are not allowed.

Rules specific to Sprewell Bluff include the following in addition to the previous listed regulations: vehicle parking fees are established by the Board of Commissioners and no one will be admitted without paying the parking fee; hunting, trapping, or catching of any wildlife is prohibited (fishing in the Flint River is allowed with a state fishing license); the park opens at 7 a.m. and closes at dark; off road vehicles (ATV’s, dirt bikes, go carts, motorized scooters) are not allowed nor is horseback riding; Golf carts are prohibited except for those utilized by disabled individuals with a valid handicap sticker and they can only be used on roadways and the riverside park; discharge of any firearm is not allowed; possession of explosive substance, including fireworks is not allowed; motorized vehicles shall only be allowed on designated roadways and parked in designated parking areas; campfires and open flames are not allowed with the exception of a grill being used for the preparation of food; the county boat ramp is to be used for the launching and unloading of boats from the water, do not block the ramp, using the boat ramp for sunbathing and the placing there on of lawn chairs and other equipment is not allowed. Utilization of the Sprewell Bluff Recreation Area and its facilities is at the risk of the user. Swimming is permitted, but there is no life guard on duty at any time. The county assumes no responsibilty for injury to persons or property arising from the utilization of the Sprewell Bluff Recreation Area.

Commissioner Hudson stated that this is a moving target and he is sure there will be changes made to the ordinance over time.
