There is good news and bad news for Yatesville residents. The bad news is they are still Upson County residents and will be hit with the same 8.82 property tax millage increase residents in the unincorporated portions of the county are facing. The good news is they won’t have to pay any city taxes again.
At their meeting on August 12, the Yatesville City Council approved a rollback of 12.47 mills for city residents. The council does the same resolution each year, rolling back whatever millage rate Upson County Tax Commissioner Barry Cook says they could charge if they used property taxes to fund the city budget. But instead of charging residents a property tax millage, the City of Yatesville uses the tax revenue collected through the Local Option Sales Tax (LOST) to fund its budget. In the past, Yatesville has received two percent of the LOST, and Mayor Cecil Moncrief said every indication is that they will receive it again, once the county and Thomaston agree on the LOST and service delivery.
Councilmember Ronnie Riggins made a motion approving a resolution to rollback the property tax millage. Councilmember Wanda Dozier seconded the motion and it was approved 3-0. Councilmember Phyl Gatlin was out of town and Councilmember Elmer Kent was absent due to illness.
In other business, Mayor Moncrief notified the council that qualifying for city elections will be August 28-30, 8:30 a.m. to noon and 1 to 4:30 p.m. at City Hall. Qualifying fee is $21.50. The election will be held in November. Seats held by Riggins, Robert Releford and Dozier up for election. All are at-large posts.
“If we have more than three qualify, then we’ll have an election,” said Moncrief. “The three with the most votes win. If only three qualify, whether it is you three or three others, then we won’t have an election. We’ll just see what turns up.”
Last year Moncrief noted that since he has been in office, the city has not held an election, since there have not been any opponents to those running for office.
The council also approved spending up to $600 for a computer as the grand prize in the 11th Annual Yatesville Public Library Computer Raffle. The raffle is open to all Upson County students in grades 1st through 12th, including private and home school students. To get a raffle ticket, kids need to visit the Yatesville Public Library and check out at least one book or other item at or above their reading or grade level. They can receive two tickets per visit , and there is no limit to the total number of tickets they can receive. The raffle started on September 3 and ends on October 31.
