ADVERTISEMENT FOR BIDDERS Sealed bids will be received by the CITY of THOMASTON, by the OFFICE OF PURCHASING, CITY HALL, 106 E. LEE STREET, THOMASTON, GEORGIA 30286 until: August 12, 2014, 2:00 PM, Local Time For the construction of:CITY OF THOMASTON, GEORGIADAVIS LAKE ROAD WATER TANK REHABILITATION at which time the bids will be publicly opened and read aloud. Bids received after the designated time will not be considered. Bids received late will be returned unopened. The tank will be made available for inspection upon request. Contractors must contact Victor Cozart (407) 702-9732 to arrange access. Contractors wishing to climb the tank must provide proof of insurance and wear appropriate fall prevention equipment. The tank will not be drained for inspection of the interior. The approximate extent and character of the Work is generally described as follows: General repair, abrasive blasting cleaning, lead abatement, and painting the interior and exterior of a 500,000 gallon elevated water storage tank with containment and disposal of environmentally sensitive dust and blasting debris. Bidders shall inform themselves concerning Georgia Laws and comply with same. The time allowed for Substantial Completion is 120 calendar days, and the time allowed for completion and readiness for final payment is 150 calendar days from the date of commencement. The contract documents are available from the engineer for a fee of $100.00 payable to the engineer in check or money order. The Engineer is: Atkins North America, 1600 Riveredge Parkway, NW, Suite 600, Atlanta, GA 30328, Attention: John Sims (678) 581-3479. The fee is non-refundable. The OWNER is not obligated to consider a Bidder's proposal, if the Bidder is not on record with the Issuing Office as having received complete Bidding Documents from the Issuing Office. Contractors, who have not successfully completed a project with the Engineer in the last 7 years, must supply the following information with their request for bidding documents. 1. A list of all similar contracts performed by the Contractor during the past three years.2. Name of Owner and Engineer for each project listed.3. A description of each project including the total contract price of each contract.4. A current financial statement.5. A current position of bondability.6. A current bank letter of credit or reference.7. A current list of officers and directors of the applicant's firm.8. A current list of equipment owned by the applicant's firm.9. Indicate how many years has the company operated under the current name? If less than five years, list all previous names company has operated under. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier's check, or cash in equal amount. Said check or bond will be returned to the unsuccessful bidder as soon as the contract or contracts have been awarded to the successful bidder as soon as he has executed the contract or contracts and furnished the necessary bonds, same having been approved by the City's attorney and the Contract has been executed by the City. The successful bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms included in these specifications. The terms and time for payment are set forth in the Agreement. All Bids will remain subject to acceptance for ninety (90) days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.The Owner reserves the right to reject any or all Bids, to waive formalities, re-advertise, and to reduce or add to the contract from time to time. Sealed Bids: Sealed bids for construction of the project entitled 2014 Residential Paving Improvements will be received until Thursday, July 24, 2014 at 2:00 p.m. at the City of Thomaston Offices, 106 East Lee Street, Thomaston, GA 30286, at which time and place they will be publicly opened and read. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. The Contract Period for this project will be 120 consecutive calendar days. 2. Work to be Done: The work will be awarded in one contract. Overview of the work to be completed includes full-depth reclamation and resurfacing of approximately 1 mile of residential streets and the installation of approximately 1,000 L.F. of curb & gutter along with associated drainage structures and piping. 3. Plans, Specifications and Contract Documents: Plans, Specifications and Contract Documents are on file at the City of Thomaston. Copies may be obtained from Carter & Sloope, Inc., 6310 Peake Road, Macon, Georgia 31210, Phone: 478-477-3923, Fax: 478-477-4691, upon payment of $150.00 per set. 4. Bonds: Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best’s Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. 5. Funding: This project is partially funded by the Georgia Department of Transportation. The Georgia Department of Transportation in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d – 42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. 6.
